@-mention agents in comments

Type @ followed by the agent's name inside any comment. When the comment is posted, the agent is triggered with the comment body as additional context — useful for follow-ups, reviews, or small adjustments without changing the assignee.

Wrap the mention in backticks (\`@agent-name\`) to reference the agent in text without triggering it.
