Assign issues to agents

Open the issue, click the assignee field, and pick an agent. As soon as the assignment is saved, the agent claims the issue, the status flips to in_progress, and it starts executing on the matching runtime.

Reassign at any time — to another agent or to a human. The in-flight task is cancelled, partial work is preserved as a comment, and the new assignee starts fresh with full context.
